SEILOV SHAKHMARAN ZHURSINBEKOVICH Dean of the Faculty of Information Technology Candidate of Technical Sciences, PhD of Economics, Professor, Academician of the National Academy of Natural Sciences of Kazakhstan, Academician of the International Academy of Communication
Seilov Shakhmaran Zhursinbekovich, was born on May 4, 1961 in the town of Satpayev, Karaganda region. In 1983, graduated from The Bonch-Bruevich Saint-Petersburg State University of Telecommunications, telecommunication engineer. In 1989, graduated from the graduate school of the Moscow Electrotechnical Institute of Communications and defended his thesis on the specialty "Networks, communication systems and information distribution." Worked as the technical director of the city telephone network in Almaty. He worked as an advisor to the First Deputy Prime Minister of the Republic of Kazakhstan, headed and was the president of NJSC Kazakhtelecom, the general director of the RSE Alma-Ata radio broadcasting station “Kok-Tobe”, the chairman of the board of OJSC “Kazteleradio”, the chairman of the board of “KBC-Kazakhstan Broadcasting Corporation”. Developed the “Concept of modernization and development of television of the Republic of Kazakhstan” and directly supervised the construction and development of cable television networks of the republic. Developed a state telemedicine development program in rural health care and supervised the construction of the first telemedicine network in the Republic of Kazakhstan in the Almaty region. From 2002-2007, headed the working group of the Agency for Informatization and Communication of the Republic of Kazakhstan and was directly involved in the development of the Law of the Republic of Kazakhstan “On Communications”, regulatory and legal acts on state regulation of telecommunications, radio frequency spectrum management and liberalization of the telecommunications services market. Since 2000, founded and publishes the first in the Republic of Kazakhstan professional telecommunications magazine “Information Telecommunication Networks” and is the editor-in-chief of this publication. He is the author of more than 70 scientific articles, 3 monographs on the problems of state regulation of telecommunications, development and implementation of digital broadcasting. Doctor of Economic Sciences of the Russian Federation (2006), the dissertation topic is “Methodology of liberalization and state regulation of the telecommunications market”. In 2003, was elected as Academician of the International Academy of Communications, a scientific organization associated with the United Nations, member of the Presidium of the International Academy of Communications since 2008. Member of the Human Resources Steering Committee of the Regional Commonwealth of Communications, national coordinator of the Center of Excellence of the International Telecommunication Union for the CIS countries. Honorary Signaler of the Republic of Kazakhstan. In 2010, was elected a full member, academician of the Kazakhstan National Academy of Natural Sciences. In 2007, founded the “Public Scientific and Educational Foundation “Kazakh Academy of Infocommunications” and was elected in 2008 as the President of the “Kazakh Academy of Infocommunications”. In 2010, was invited by an expert of the National Agency for Technological Development of the Ministry of Industry and New Technologies of Kazakhstan to develop the first Foresight of Kazakhstan - scientific and technological forecasting of the development of breakthrough technologies of the Republic of Kazakhstan. From 2015 to February 2019 worked as a head of the department of "Radio Engineering, Electronics and Telecommunications" of the L.N. Gumilyov Eurasian National University. Currently, he is the dean of Information technologies faculty of the L.N. Gumilyov Eurasian national university.
